U.S.-China Joint Announcement on Climate Change

1.     The United States of America and the People’s Republic of China have a critical role to play in combating global climate change, one of the greatest threats facing humanity. The seriousness of the challenge calls upon the two sides to work constructively together for the common good.

2.     To this end, President Barack Obama and President Xi Jinping reaffirmed the importance of strengthening bilateral cooperation on climate change and will work together, and with other countries, to adopt a protocol, another legal instrument or an agreed outcome with legal force under the Convention applicable to all Parties at the United Nations Climate Conference in Paris in 2015. They are committed to reaching an ambitious 2015 agreement that reflects the principle of common but differentiated responsibilities and respective capabilities, in light of different national circumstances.

3.     Today, the Presidents of the United States and China announced their respective post-2020 actions on climate change, recognizing that these actions are part of the longer range effort to transition to low-carbon economies, mindful of the global temperature goal of 2℃. The United States intends to achieve an economy-wide target of reducing its emissions by 26%-28% below its 2005 level in 2025 and to make best efforts to reduce its emissions by 28%. China intends to achieve the peaking of CO2 emissions around 2030 and to make best efforts to peak early and intends to increase the share of non-fossil fuels in primary energy consumption to around 20% by 2030. Both sides intend to continue to work to increase ambition over time.

4.     The United States and China hope that by announcing these targets now, they can inject momentum into the global climate negotiations and inspire other countries to join in coming forward with ambitious actions as soon as possible, preferably by the first quarter of 2015. The two Presidents resolved to work closely together over the next year to address major impediments to reaching a successful global climate agreement in Paris.

5.     The global scientific community has made clear that human activity is already changing the world’s climate system. Accelerating climate change has caused serious impacts. Higher temperatures and extreme weather events are damaging food production, rising sea levels and more damaging storms are putting our coastal cities increasingly at risk and the impacts of climate change are already harming economies around the world, including those of the United States and China. These developments urgently require enhanced actions to tackle the challenge.

6.     At the same time, economic evidence makes increasingly clear that smart action on climate change now can drive innovation, strengthen economic growth and bring broad benefits – from sustainable development to increased energy security, improved public health and a better quality of life. Tackling climate change will also strengthen national and international security.

7.     Technological innovation is essential for reducing the cost of current mitigation technologies, leading to the invention and dissemination of new zero and low-carbon technologies and enhancing the capacity of countries to reduce their emissions. The United States and China are two of the world’s largest investors in clean energy and already have a robust program of energy technology cooperation. The two sides have, among other things:

  • established the U.S.-China Climate Change Working Group (CCWG), under which they have launched action initiatives on vehicles, smart grids, carbon capture, utilization and storage, energy efficiency, greenhouse gas data management, forests and industrial boilers;
  • agreed to work together towards the global phase down of hydrofluorocarbons (HFCs), very potent greenhouse gases;
  • created the U.S.-China Clean Energy Research Center, which facilitates collaborative work in carbon capture and storage technologies, energy efficiency in buildings, and clean vehicles; and
  • agreed on a joint peer review of inefficient fossil fuel subsidies under the G-20.

8.     The two sides intend to continue strengthening their policy dialogue and practical cooperation, including cooperation on advanced coal technologies, nuclear energy, shale gas and renewable energy, which will help optimize the energy mix and reduce emissions, including from coal, in both countries. To further support achieving their ambitious climate goals, today the two sides announced additional measures to strengthen and expand their cooperation, using the existing vehicles, in particular the U.S.-China Climate Change Working Group, the U.S.-China Clean Energy Research Center and the U.S.-China Strategic and Economic Dialogue. These include:

  • Expanding Joint Clean Energy Research and Development: A renewed commitment to the U.S.-China Clean Energy Research Center, including continued funding for three existing tracks on building efficiency, clean vehicles and advanced coal technology and launching a new track on the energy-water nexus;
  • Advancing Major Carbon Capture, Utilization and Storage Demonstrations: Establishment of a major new carbon storage project based in China through an international public-private consortium led by the United States and China to intensively study and monitor carbon storage using industrial CO2 and also work together on a new Enhanced Water Recovery (EWR) pilot project to produce fresh water from CO2 injection into deep saline aquifers;
  • Enhancing Cooperation on HFCs: Building on the historic Sunnylands agreement between President Obama and President Xi regarding HFCs, highly potent greenhouse gases, the two sides will enhance bilateral cooperation to begin phasing-down the use of high global warming potential HFCs and work together in a multilateral context as agreed by the two Presidents at their meeting in St. Petersburg on 6 September 2013;
  • Launching a Climate-Smart/Low-Carbon Cities Initiative: In response to growing urbanization and increasingly significant greenhouse gas emissions from cities and recognizing the potential for local leaders to undertake significant climate action, the United States and China will establish a new initiative on Climate-Smart/Low-Carbon Cities under the CCWG. As a first step, the United States and China will convene a Climate-Smart/ Low-Carbon Cities Summit where leading cities from both countries will share best practices, set new goals and celebrate city-level leadership in reducing carbon emissions and building resilience;
  • Promoting Trade in Green Goods: Encouraging bilateral trade in sustainable environmental goods and clean energy technologies, including through a U.S. trade mission led by Secretaries Moniz and Pritzker in April 2015 that will focus on smart low-carbon cities and smart low-carbon growth technologies; and
  • Demonstrating Clean Energy on the Ground: Additional pilot programs, feasibility studies and other collaborative projects in the areas of building efficiency, boiler efficiency, solar energy and smart grids.

BALTIMORE, MD. – The Get H.Y.P.E. (Healthy Young People Everywhere) College Tour is bringing three special events to the University of Houston – Downtown to empower college students to get serious about their health and encourage them to enroll in the Health Insurance Marketplace. This three-part event will offer a free Zumba class and line dancing to get participants moving, a press conference to discuss the Affordable Care Act open enrollment — featuring the Director of the U.S. Office of Personnel Management Katherine Archuleta, and a dynamic Town Hall event.

The Town Hall will focus on the most pressing problems for young people today. College students and other young adults are dealing with high college costs, student loan debt, community violence and the additional challenge of being uninsured. The interactive panel will pull questions from the audience and dive into a number of issues that run the gamut of what youth and young adults are facing today. What one African American veteran’s gift of hope and opportunity is doing to create jobs for his fellow veterans

Nationwide (BlackNewscom) — What would you do if you were disabled and then honorably discharged from the Military? Would you take a bow, graciously acknowledge you’ve served your country, completed your Tour of Duty to the best of your ability, and now comfortably (or not) relax while relying on others to take care of you?

Would you live in the past, bound by all kinds of anxieties and fears, angry and frustrated with society and the state you find yourself in; or in the present, bound by boundless challenges and obstacles, all as your now less-than-normal life goes on without you and your former self?

Or would you heed the call, and honor the request, of your Commanding Officers final parting words?

Well, instead of admitting defeat and giving up, that is what Jeff Powell did, and this is his story:

Jeff was stationed in California, serving the US Navy Seabees when he became disabled, and upon his discharge, his Commanding Officer made a final, parting request. He asked Jeff to continue supporting Military men and women, as well as his future veterans.

Jeff accepted this challenge gladly, committed wholeheartedly, and helping others has now become his lifes mission. Even after he became disabled, having to deal with his disability, and pulling through other hardships such as becoming homeless, readjusting to society, and caring for his ailing mother, Jeffs CO’s words remained clear to him.

Jeff’s Inspiration and Vision

Jeff immediately became a Verified Veteran Supporter and established www.VerifiedSupporter.com, a non-profit organization, resource, and a community forum and blog for all matters Veteran; and then another website called Entrepreneur Inside at www.entrepreneurinside.us, which is a helpful resource to launching a successful business, Jeff’s book is available for sale and proceeds go to worthy Veteran causes.

Then, keen to improve his education after returning to civilian life, Jeff soon exhausted his book stipend, because of the exorbitantly restrictive cost of books. Knowing there must be SO many books out there that someone else could be using more productively, and rather than give up and be a burden to society, Jeff decided to hire a team of professionals to build a website that would cater specifically to the needs of his Veteran college students, as well as to help alleviate the astronomical cost of text books that so negatively affect them all.

So Jeff created Books4Veterans.com (coming soon!), as the perfect place for Veterans and all college students alike, to buy good used books, and to donate or sell their books. Books4Veterans aims to make the further studies and self-improvement efforts of our Veterans a little easier, and a whole lot more affordable; while showing gratitude to those who served our country, and to take a stand and lend a hand to those whove helped make our freedoms possible.

Then, realizing there were SO many other ways he could serve his fellow Veteran and his community at the same time, Jeff expanded his vision and created many other supportive websites, resources, forums and societies for Veterans.

Jeffs “4Veterans” Initiatives

The “4Veterans” concept is Jeffs brainchild, or rather heart-child, and his mission is simple: To bring people together – Business, Government, Veterans, all Americans – to help and support each other. Jeff says: “Together, we can all lend a hand and weather any crisis!”

Apart from Books4Veterans, Jeff has dedicated his life to developing many other projects, or hobbies as he prefers to call them, for the greater good of all Military Veterans, their families and their communities. As a shining testimony to his unconditional commitment, and his incredible motivation and drive, heres a list of all the worthy Veteran initiatives Jeff has pioneered to date:

Although Jeff still faces many challenges, both in his personal life and with his disability, he is one of the most courageous, motivated and dedicated people supporting Veterans in the United States today. Jeff truly has the passion for, and a deep insight of, what it takes to help his fellow Veterans, all while showing unconditional support for the Department of Veteran Affairs.

And there is a bittersweet twist in Jeffs life story. Shortly after Jeff’s son Jeremiah was born (April 19) Jeff lost his Mother to a prolonged illness on Independence Day this year, July the 4th 2014. Jeff was unwavering at her side to the end, and his Mother, an avid Veteran Supporter, left Jeff a final request too: “Keep up your good work, my son. I just as other Veterans are very grateful for you!”

Jeff is now more inspired than ever, to help and serve.

Open Enrollment Starts November 15th for Get Covered Illinois

Are you covered? Do you know someone that is uninsured?

Open enrollment for Get Covered Illinois (GCI), the official health insurance marketplace for Illinois, begins on November 15, 2014.  Thanks to the Affordable Care Act, in less than a week, you will be able to secure quality health insurance for yourself and your loved ones.  You may even qualify for a subsidy to help you pay for the premium, if any.

Last year the Illinois African American Coalition for Prevention (ILAACP) enrolled over 300 into health insurance plans through Get Covered Illinois.  By doing so, we ensured that people would be covered when they are most vulnerable – when they are sick.  We also positioned them to take advantage of the free preventive care services that each health insurance plan must now cover. We still have a lot of work to do, and again we’ve teamed up with Get Covered Illinois and United Way of Metropolitan Chicago to provide enrollment opportunities for African Americans. Our In-Person Counselors (IPCs) will be servicing residents of Chicago’s Auburn Gresham, South Shore, Woodlawn, Greater Grand Crossing and Chatham neighborhoods. Health care is an integral part of our goal to build safe, healthy and resilient African- American children, families, and communities.

CHICAGO, IL – The Better Business Bureau (BBB) is warning veterans and their families of scams that may be targeting them. The scams also target those with plans to donate to a military or veteran- related cause. The BBB says veterans and civilians who are planning to donate to a charity for Veteran’s day should use caution; and recommends that they research the organization and check with the BBB.

“While these types of scams represent the most common there can also be several variations of them,” says Steve J. Bernas, president & CEO of Better Business Bureau serving Chicago and Northern Illinois. “It’s important to remember, never give money to someone online or over the phone when you aren’t 100 percent certain where it’s going or what your donation will be used towards.”

The most common veteran scams include:

  • Charging veterans for services they could get for free or less expensively elsewhere, such as military records.
  • Fraudulent investment schemes that convince veterans to transfer their assets into an irrevocable trust.
  • Offering “instant approval” military loans (“no credit check,” “all grades and ranks approved”) that can have high interest rates and hidden fees.
  • Advertising housing online with military discounts and incentives then cheating service personnel out of the security deposit.
  • Trying to sell things like security systems to spouses of deployed military personnel by saying the service member ordered it to protect his or her family.
  • Selling stolen vehicles at low prices by claiming to be soldiers who need to sell fast because they’ve been deployed.
  • Posing as government contractors recruiting veterans and then asking for a copy of the job applicants’ passport (that contains important personal information).
  • Posing for online dating services as a lonely service member in a remote part of Iraq or Afghanistan, and then asking for money to be wired to a third party for some emergency.

If you plan on donating to a military-affiliated charity this year, here are some tips on how to avoid scams:

  • Watch out for charities that sound similar to more well-known ones. Many fake veterans’ charities include the same words in different order or form to appear legitimate.
  • Look for a clear description of the organization’s programs in its appeals and on its website. If the charity says it’s helping veterans, does it explain how (financial assistance, shelter, counseling) and where it is doing so?
  • Telemarketing can be a costly method of fundraising unless carefully managed. If called, do not hesitate to ask for written information on the charity and its finances before making a decision.
  • Be wary of excessive pressure in fundraising. Don’t be pressured to make an immediate on-the-spot donation. Legitimate charities will welcome your gift whenever you want to send it.
  • If donating clothing or other goods, find out how the charity benefits from the collection and re-sale of gifts.
  • Check first before giving for free with charity monitoring services like BBB’s give.org.

Preckwinkle: Old Property Means New Revenue for County

From an old piano to a pair of meat slicers, Cook County is pursuing new ways to generate revenue by selling obsolete and occasionally odd property via an online auction site.

“These items are helping the County bring in money instead of collecting dust in a warehouse,” said Cook County Board President Toni Preckwinkle. “By auctioning unused property, we are reducing waste, creating new revenue and encouraging fiscal responsibility. We will continue pushing for innovative ways to create revenue without further burdening Cook County taxpayers.”

Whether it’s smaller items like nursery chairs or big-ticket items like dump trucks, auctioning surplus equipment provides new funds and allows the County to maximize available storage space. Managed by the Office of the Chief Procurement Officer and populated with items identified by the County’s Bureau of Administration and Sheriff’s Office, the online auction sells antiquated and underutilized assets to national and international marketplaces.  In three months, the County has already auctioned off nearly $100,000 of property.

The County has had a salvage division for some time which previously focused on recycling, re-use or disposal of equipment and materials no longer needed by different County departments. Approximately two years ago, the Preckwinkle administration began looking into the idea of selling, through auction, surplus equipment and material. Much of the equipment and material was stored in the County’s warehouse or, in the case of vehicles, was sitting unused in garages or maintenance yards throughout the County. Communications were then sent to County departments to identify surplus property for the auction.

Unique items that have been sold or are available for sale include a pool table, mirrors, hutches, dressers, metal cots, dump trucks, cars, pick-up trucks and thousands of light bulbs. The Department of Transportation and Highways, Sheriff’s Office, Oak Forest Hospital, Medical Examiner’s Office and Department of Environmental Control have all contributed items to be auctioned.

Atlanta, GA (BlackNews.com) — The Southern Intercollegiate Athletic Conference (S-I-A-C) received a notice by the NCAA indicating that it had inadvertently missed five games among the SIAC’s total football attendance for the 2013 season.

With the addition to the five games, the SIAC has led NCAA Division II football attendance average for 11 consecutive years. The missed games from the 2013 slate included: Albany State vs. Fort Valley State (Fountain City Classic), Albany State vs. Miles (SIAC Football Championship), Benedict vs. Fort Valley State, Central State vs. Morehouse (Chicago Football Classic) and Morehouse vs. Tuskegee (Tuskegee-Morehouse Classic).

The attendance of the five games totaled was shy of 67,000 giving the SIAC an attendance total of 334,783 averaging 6,696 among 50 games in 2013.

“We very much appreciate the staff at the NCAA for bringing this discrepancy to our attention,” said SIAC commissioner Gregory Moore. “The SIAC takes great pride in the incredible fan support that has allowed us to lead NCAA Division II football attendance 11 consecutive years and 22 of the last 24 seasons.”

Since 1990, the SIAC led Division II football’s average attendance for 22 seasons including totaling 300,000 on 17 occasions. Within the time frame, the league holds the highest number for season attendance with 456,289 (1994) averaging 10,140 per game featuring conference teams that year.

CHICAGO, ILFamily of War, a new immersive theatre piece exploring the costs of war shouldered by American veterans and the ongoing impact on their families, was announced today as the next world premiere at Chicago’s Collaboraction Theatre Company.

Working with U.S. Armed Forces veterans and their families, Collaboraction Artistic Director Anthony Moseley will examine the current state of veteran issues as well as celebrate their contribution to our way of life.

Moseley is leading the creation of Family of War, employing many of the same techniques developed in the company’s recent trio of issue-based works Crime Scene: A Chicago Anthology, This is Not a Cure for Cancer and Forgotten Future: The Education Project.

Family of War will have a unique development process, starting in March 2015 with a tour of public readings and discussions at Chicago-area veterans hospitals and organizations, military bases, libraries and schools.

Family of War will then have its world premiere May 21 to June 21, 2015, using both of Collaboraction’s black box theatres, Room 300 and Pentagon Theatre, in the Flat Iron Arts Building in Wicker Park.
