Kirk Urges Bipartisan Support for Reauthorization of TRIA

Terrorism Risk Insurance Act protects consumers and businesses from the economic fallout following a terrorist attack; Current Act will expire at the end of the year

WASHINGTON, DC – U.S. Senator Mark Kirk (R-Ill.) urged bipartisan support for the reauthorization of the Terrorism Risk Insurance Act (TRIA), which is set to expire at the end of this year. TRIA ensures that businesses can purchase terrorism insurance coverage, which is provided by private insurance companies and not federally funded.

“Since September 11, 2001, Illinois has been the target of at least seven attempted terrorist attacks,” Senator Kirk said.  “We must do all we can to defend our citizens and thwart all terrorist plots against our homeland, but we must also be ready to bounce back as a state and nation should an attack ever occur. Reauthorizing TRIA will ensure that Illinois employers and infrastructure have sound financial protection.  Americans cannot afford the uncertainty of allowing these insurance options to expire.”

TRIA ensures that in the event of a terrorist attack, private insurance companies are able to provide adequate coverage without threatening the stability of our nation’s financial system. If the terrorist event is of such a large scale that the government backstop is triggered, the federal government will step in to provide federal coverage. However, the government can fully recoup any funds paid out for a terrorism event over time, ensuring little-to-no cost to taxpayers.

TRIA was enacted in 2002 following the September 11th attacks and has been reauthorized twice in the past 12 years, with each reauthorization providing greater taxpayer protections. Terrorism is not a fully insurable event, due to the unpredictable nature of man-made attacks. Terrorism often aims to cripple the U.S. economic, political and infrastructure systems which is why it is imperative that the federal government remain an integral part of the public-private risk sharing TRIA program to safeguard national security and the nation’s financial security.

Military Personnel Need to Beware of Fraudulent Website, Warns Better Business Bureau

CHICAGO, IL - Members of the military and their families are the targets of a new scam using a website attempting to collect their personal and financial information, warns the Better Business Bureau (BBB) and the U.S. Army’s Criminal Investigation Command (CIC).

The website is called “My Army Benefits” and is a fraudulent site designed to “collect soldiers’ Army Knowledge Online, email accounts and passwords,” according to the BBB. The site also falsely claims that “the U.S. military has granted access to unclaimed and accumulated benefits for active duty soldiers, and that benefits not claimed within the stipulated period will be available for claims after 60 months”. The website is not affiliated or endorsed by the U.S. Army.

“This new website scam is an attempt to use a website name that is very close to the Army’s official website of “MyArmyBenefits” at myarmybenefits.us.army.mil,” explained Steve J. Bernas, president and CEO of the Better Business Bureau serving Chicago and Northern Illinois.

“Official military websites will all have the .mil domain name,” notes BBB Military Line director Brenda Linnington. “Any other domain extension should be a red flag.” Other red flags include unsolicited emails or text messages; spelling, punctuation and grammar errors; requests for private information such as email addresses or passwords.

“Fraudulent websites are being taken down all the time. Unfortunately, new ones are constantly being created. We hear about new ones almost every day,” Linnington said. “Service personnel and veterans, as well as family members, need to be on the lookout for scams that target them.”

The Army’s CIC provided the following advice for anyone who has received correspondence from the fraudulent My Army Benefits website or provided information through it:

  • Do not log in to the website;
  • Do not respond to any emails;
  • Stop all contact if you have previously responded to any emails; and
  • Immediately contact your local information assurance office if you accessed the website from a government computer or system.

Bernas explained that the BBB Military Line was formed in 2004 to provide free resources in the areas of financial literacy and consumer protection to U.S. military communities through local BBBs across the U.S. and at bbb.org/military.  In the Chicago area, the BBB works with representatives at Naval Station Great Lakes in the northern Chicago suburb of Great Lakes.

Former Crystal Lake Police Officer Indicted for Fraud

Defendant accused of making false statements regarding his medical condition in order to obtain benefits

CHICAGO, IL – Illinois Department of Insurance (DOI) Director Andrew Boron announced a recent workers’ compensation fraud investigation has resulted in an indictment of a former Crystal Lake Police Officer. Michael Avila was arraigned earlier today. He is charged with workers’ compensation fraud, insurance fraud, theft of government property, and theft by deception in connection to statements he made in order to create the impression that the nature and extent of an injury he claimed to have suffered to his wrist while at work was more extensive than it really was.

“We take accusations of fraud very seriously and will investigate to determine the merits of a claim. I hope our reports about workers’ compensation fraud cases and convictions send a clear message about this crime. We will investigate perpetrators and work with law enforcement to make sure they are prosecuted,” said DOI Director Andrew Boron.

The investigation was conducted by the Department of Insurance Workers’ Compensation Fraud Unit. Video surveillance showed Mr. Avila lifting weights at the Crystal Lake police station in the month following the injury while he was assigned to light duty. Additional video surveillance showed Avila not only lifting weights, but working as a personal trainer after being placed on light duty and subsequently taken off work completely several months after the initial wrist injury due to alleged aggravation or re-injury.

DOI referred the case to the Illinois Attorney General’s Office for prosecution.

“The worker’s compensation system is intended to cover costs for employees who are injured on the job, but the evidence in this case shows that the defendant schemed to defraud the program for his own financial benefit,” said Attorney General Lisa Madigan.

Avila filed a case with the Illinois Workers’ Compensation Commission for his wrist injury in October of 2012. That case was later voluntarily dismissed.

CHICAGO, IL – After running for two years at the Chopin Theatre in Chicago’s Wicker Park neighborhood, Dennis Watkins’ one- man-show, The Magic Parlour: an intimate evening of classic magic, first appeared at The Palmer House Hilton on New Year’s Eve of 2011. Produced by The House Theatre of Chicago, this intimate, close-up magic and mind-reading show rang its third year at the historic hotel with a New Year’s Eve performance on December 31, 2013 in the legendary Empire Room.

The Magic Parlour is scheduled to run on Friday nights throughout 2014 at the Palmer House (shows on additional days will be added as the year progresses).

Since moving to the Palmer House, Watkins’ 80-minute show has entertained guests from all over the world looking for an extra-special night out in Chicago. How Understanding ‘Bad’ Times Starts With Understanding Yourself

Suffering and hard times are a natural aspect of life – like joy and pain. But what if our higher self was dictating our most painful experiences? What if there is not only a lesson that we were trying to teach ourselves behind the pain – but also a formula?

Most spiritual self-help books treat the hardships and negatives of life-losing a job, ending a relationship and similar struggles-as simply rough patches that we must fight through to get to a happy ending.

Melki explains how the world functions interactively and opposite to our conditioned expectations responds to our energy as opposed to our “identity.” He also talks about how our passions and disillusionment work to help us co-create our experiences, including the painful ones, as a means to awaken us from the physical illusion and to enlighten us to our true nature and the purpose of life.

Melki argues that our higher consciousness serves as the conductor for our compulsory evolutionary journey back toward God; and argues quite provocative that everything, including the worst days of our lives are all a part of our evolutionary process.

ILAACP: Do You Remember The Negro Digest?

In November of 1942, John H. Johnson, a young African American entrepreneur from Virginia, and the grandson of slaves, aspired to exceed the expectations placed upon him and Black America during a time of political and civil unrest, and promote upward mobility within the Black community. Johnson took out a $500 loan and launched the first edition of the Negro Digest. The monthly publication contained scholarly articles as well as original features all pertaining to the African American community.  The Negro Digest, priced at 25 cents each, sold over 150,000 copies each month.

Last year, the Illinois African American Coalition for Prevention (ILAACP) obtained the first run of the Negro Digest (1942-1951). As ILAACP staff thumbed through some of the articles we couldn’t help but notice that much of the publication’s subject matter regarding African Americans’ civil rights education, economics, and politics  are just as relevant today as they were 70 years ago. With contributions from some of America’s most profound thought leaders including Langston Hughes, W.E.B. Du Bois, Eleanor Roosevelt, Richard Wright, and Zora Neale Hurston, the Negro Digest was very adept at making sure issues important to African American life remained at the forefront of national and, in some instances, international public discourse.

Over the course of the next year, the ILAACP will share the Negro Digest’s Round Table section on our blog, Facebook, and Twitter platforms. Arguably the publication’s most interesting and well-regarded column, the Round Table posed often difficult, controversial questions to leading scholars who were then required to take a yes or no position. Topics ranged from “Should Negroes Demand Equality Now?” to “Will Negro Achievement Curb Race Discrimination?” We hope that these articles will not only remind you of the challenges that our community faced at a turning point in American history, but also provide testament to how far we’ve come and how much further we must go 70 years later to ensure safe, healthy, and resilient African American children, families, and communities.

Free Officer Howard Morgan demonstration at Noon today

Demand that Gov. Pat Quinn immediately grant Morgan Executive Clemency


A demonstration to free Officer Howard Morgan will be held today, February 26, 2014 at the Thompson Center State of Illinois, 100 W. Randolph St. in Chicago, at Noon.

Attorney Benjamin Crump, Morgan family spokesman and family attorney of Trayvon Martin, and supporters of justice in Chicago and America will be the main speaker at the demonstration.

Crump, spokesman for Officer Howard Morgan, and family attorney of Trayvon Martin, and Attorney Lester Finkle, Howard Morgan appellate attorney, will hold a press conference at the Thompson Center State of Illinois, 100 W. Randolph St., in  Room 2-025.

Attorney Crump will outline the case against the Chicago Police Department and will discuss Morgan’s appeal of his 2012 unlawful conviction after having been acquitted of firing his weapon in 2007.

In a press release from organizers of the demonstration, it was stated that the demonstration is being held “because Officer Howard Morgan is innocent,” adding that Morgan is a veteran police officer who was shot 28 times by four white rookie Chicago Police officers in a traffic stop.  He was shot because he had the gun he carries on his job, and like many African American police officers killed by other white officers, the police assumed he was a criminal and tried to kill him.

SPRINGFIELD, IL – Illinois Transportation Secretary Ann L. Schneider announced the start of the 25th annual Today’s Challenge, Tomorrow’s Reward (TCTR) conference at the Abraham Lincoln Hotel & Conference Center in Springfield. The two-day event offers educational workshops, networking opportunities and information on how to get Disadvantaged Business Enterprises (DBEs) more work on highway construction contracts.

Dollars & Sense: More Than 27,000 People Sign Up For MyRefund

CHICAGO, IL – Since the launch of Comptroller Topinka’s MyRefund website, more than 27,000 people have signed up to receive notifications by email or text indicating when their Illinois tax refund is on the way. Of those participating, more than 18,000 people have already been notified about their payments.

The easy-to-use resource allows taxpayers to see if their payment has been processed by the Comptroller’s Office by simply entering their name and Social Security number on the new website.  Taxpayers also have the opportunity to enter an email address and mobile phone number to receive notification when their payment is processed.

“Taxpayers no longer have to wonder if the check is the mail,” Topinka said. “By simply visiting illinoiscomptroller.com and submitting an email address, they can be assured that they will be notified immediately after their payment is processed.”

Beyond registering for a tax refund notification, the resource allows residents to view a history of their refund payments, a breakdown of state spending and bill backlog information. The site also links to the Comptroller’s Office transparency websites: the Ledger and the Warehouse. Taxpayers are further offered a hotline number to call for additional information.

The Tax Refund Alert initiative is part of Topinka’s ongoing effort to make state government more transparent and accessible to taxpayers. In launching the Ledger last year, she enabled residents to click their way through everything from the state’s daily bill backlog numbers to state agency budgets and employee salaries. She then launched the Warehouse, a comprehensive database that puts Local Government financial information and tens of thousands of records at a single location for taxpayer review. Last month Topinka announced that her Office would include an insert in tax refunds providing residents with state spending and bill backlog information.

Each of the initiatives was completed using existing office resources.

“As we’ve shown time and again: if we can make it happen, we’re going to do it,” Topinka said of the transparency initiatives. “And as I’ve said before: we’re not done yet. So stay tuned.”
