New report shows Medicaid cuts will hurt Illinois economy

 Washington, DC—A new report from Families USA and the Campaign for Better Health Care shows that Governor Quinn’s proposed $2.7 billion one-year reduction in Medicaid spending would hurt “Illinois’ economy, its health care providers, and the Illinoisans who depend on Medicaid for health care.”
 
The report, released yesterday, emphasizes Medicaid cuts mean both lost jobs and lost business activity. For example, a 5 percent reduction in state Medicaid spending would jeopardize more than 7,000 jobs and cost the state about $923 million annually in business activity. A 10 percent reduction doubles those figures. Quinn’s proposed 18 percent cuts mean the potential loss of more than 25,000 jobs and more than $3.3 billion in lost business activity. Short-sighted cuts can have long-term negative effects on Illinois’ economy.

“Just because Medicaid gets cut doesn’t mean that people will get any less sick or need any less medical care. With no source for preventive or primary care, patients will eventually end up in the emergency room with a more severe illness or complications,” notes Jim Duffett, Executive Director of the Campaign for Better Health Care. “Chronic conditions such as diabetes, high blood pressure and cardiac issues must be managed or the consequences can be fatal.”
 
“Medicaid is not just a safety net.  It helps strengthen families in tough times, and it provides security for the most vulnerable, such as our kids, who are the future.  For those of us who have private insurance and think we are immune from drastic cuts and changes in the Medicaid Program, think again.  Slashing eligibility and services will financially cost you and your family more than the political rhetoric of some who say gutting the program will save you money.”  Duffett explains, “The expanded cost to pay for uncompensated care is then passed on to consumers, employers, and businesses in the form of higher insurance premiums.  It is estimated that, in 2008, family coverage cost $1,017 more because of higher premium charges (cost shifting) that resulted from passing along the costs of uncompensated care.”
 
Illinois Hospital Association President & CEO Maryjane Wurth says that blunt cuts are devastating to patients and the entire health care system. “Drastic Medicaid cuts hurt everyone—not just the Medicaid patients. Hospitals will be forced to reduce jobs. Local businesses will be impacted. And hospitals will be forced to cut or eliminate medical services that everyone uses—there is not a separate set of staff, equipment and facilities just for Medicaid patients.”
 
The cuts would be costly for the state as well, since Illinois receives slightly more than one dollar in federal matching funds for every dollar it spends on Medicaid. The federal match brings new money into the state that the state would not otherwise have. 
 
“We have workable solutions such as expanded coordinated care that will not compromise patient care,” says Wurth. “We have presented these multi-year proposals to members of the General Assembly and look forward to working with them to create a more effective Medicaid system. It’s important that Medicaid patients get the most efficient, high-quality care possible.”
 
“The Governor’s proposed cut to Illinois’ Medicaid program is both cruelly insensitive and economically unsound,” said Ron Pollack, Executive Director of Families USA. “His proposal will deny the state more than a billion dollars in federal support, cost the state billions in economic activity, put tens of thousands of jobs at risk, and hurt the state’s most vulnerable families and senior citizens. For many reasons, this is the wrong direction for Illinois in these difficult economic times.”

Tavis Smiley, Dr. Cornel West, Preachers: ‘America Must Address Poverty”

America must begin to address the growing issue of poverty Tavis Smiley and Dr. Cornel West told hundreds who turned out for the signing of their book, “The Rich and the Rest of Us: A Poverty Manifesto,” held last Saturday at the New Mount Pilgrim Church located on the West Side of Chicago and headed by Rev. Dr. Marshall Hatch.

And to get a grip on the violence in the black community, legal and religious leaders admitted they must start all over again by rebuilding a new generation of people who value life and respect moral values. They admit it won’t be easy but for the survival of the African American race, it must be done beginning right now.

One of the speakers was former Alderman and WVON talk show host Dorothy Tillman who back in the 1960’s was sent to Chicago by Dr. Martin Luther King, Jr. as part of his organizing strategy.

“Dr. King told us we had to work out the death question when you’re not afraid of death and jail, then you’re free to do what you have to do,” said Tillman. “When you love, love lifts us. What made us win was because of the love we had for our people. You cannot fight when you are fearful. You got to get rid of the fear question.”

Referring to their headquarters then located at Warren Congregational Church on Madison and Warren Avenue, Tillman said, “We had a lot of ministers on the West and South Sides who supported us, but not all of the ministers supported us.

“When we came here, we had ministers who held a press conference and told us to leave,” she recalled. The late “Mayor (Richard J.) Daley organized it. They were told to get rid of us.”

Referring to the political state of blacks in Chicago, Hatch said, “At some point, we have to look at what has happened to us.” He said the reported loss of 180,000 black Chicagoans “is not by accident.” Explaining, he said, “That has been a very purposeful dislocation of black people and the economic violence against our community and the fact that we don’t pick our black leaders.

“You can’t be a state representative from anybody’s community without it being approved by (Illinois House Speaker) Michael Madigan,” Hatch told reporters. “We didn’t have a viable candidate because our community has been de-stabilized.”

“The spirit of the people is very low and that is why you see fewer and fewer people participating in the political system, and we have to find a way to revive people. This is why we have to challenge the church and our faith base community to stand up for truth and justice all of the things that inspire people because people have to be re-ignited and re-inspired. That has always been the role of the church in our community,” said Hatch.  “It’s how we treat the least of thee” that they will be measured by the community.

A product of public housing, Hatch, who is writing a book entitled “Projects America,” said his family was helped by investment in the human capital but said that doesn’t happen anymore. “If the country is going to be rescued, we’re going to have to invest heavily in black and brown young people.” He said the black and brown burst in population represents the majority. Hatch said the U.S. is fast becoming majority black and brown and many are aware of this.

“There are some people at the top who have already divested themselves out of this country, who have given up on America and we simply have to tell the truth now that it is time for a radical re-prioritizing in this country, and we have to being addressing poverty, “ said Hatch. Other ministers agree.

“I appreciate Dr. West and Brother Smiley for their courageous leadership on this issue. Many have challenged their motives and loyalty to our community for daring to challenge President Obama’s being silent on the issue of poverty,” said Rev. Ira Acree, pastor of the St. John Bible Church and author of  “In Pursuit of Mr. Right.”

“After listening to their presentation, I commend them for highlighting poverty, one of the four global giants of our day and time, the others being Illiteracy, disease and corrupt leadership.

“They are on target when they state that only political and moral pressure can force America to deal with terrorizing issues that threaten nearly 50 % of our citizens,” said Acree.

While Smiley and West are being criticized by some white and blacks for attacking President Barack Obama on the issue of poverty, Hatch made it clear about the political choices of the November 6th presidential election.

“When you look relatively at what the choices are, it is going to be Barack Obama and Mitt Romney. We know that when it comes to the interest of poor and working people that Barack Obama is going to be a better president in his second term than Mitt Romney would be in his first term. “We have to fight that fight. While he’s (Obama) running, and then after he’s in, we have to hold him accountable.

“Those are not contradictory positions,” he said. “It really is one comprehensive political strategy. We have to speak truth to power, and we have to hold everybody accountable even to a president who looks like us.”

Hatch said he does not consider criticism of Obama by some blacks as beating up on him. “If we look at the role that different people have in a power dynamic like this, some people are outside the system.

“In the tradition of the black church, the prophet stands outside of the tradition and speaks truth to power, speaks truth to the king and at this time, Barack Obama is the president of the U.S. If he is going to be a great president, particularly for the interest of black people, we have to hold him accountable just like anybody else.

“Mitt Romney is not an alternative,” said Hatch. “We’re going to vote for Barack Obama, and we believe that in a second term given the way the political dynamics are, he’s going to be more free. He’s going to have a two-year window after re-election to look at himself in the mirror to determine what his legacy is going to be and he will probably be much truer to himself even as a political figure. That is normally the way it’s going to go.”

Asked why are African Americans killing themselves, Hatch said, “It is a deeply spiritual really depression in the black community. When we talk about poverty, we also have to talk about the culture of poverty.”

That culture of poverty, he said, includes “the ignorance, the depression, the rage that goes along with who we are and the condition we’re in, the fracturing of our families, the wealth we have lost in this great recession, people who have pain and depression they often turn on each other, not to each other.”

Reminded that blacks have been poor for generations, Hatch said, “We have not been as spiritually poor as we are now, the spiritual poverty. We need to address the idolatry that is in our community. We bought into this consumerism and the kind of hedonism…the bling bling culture.

“We really value things more than we value people, relations and love and this place where we’re at, we’ve not been before,” said Hatch who calls this current culture the “BETitization of the black community. What we see on BET not only reflects what happens in our community but is now driving that debauched culture.

“We have some serious spiritual work to do,” he said explaining he preached his first sermon 30-years ago on April 25th. “I called myself a nationalists then and I was in my 20’s, but I knew we could not have a nation without a moral foundation. I commit myself to organize religion because I thought the best way to transfer values from one generation to another we needed these faith based institution to do that.”

Asked how can he help heal the black community given the violence including shootings, Hatch said, “That’s going to be very difficult.” Located in West Garfield Park, Hatch said the per capital income in this area is $23,000. He said in 1999 when Chicago led the murders in District 11 “we led the city, and this beat led the district. Statistically, it was the most violent place in America.

“I think where our people are to some great degree is we know we want to save all the young people, but at some point we have to start over.” Hatch said that is why they have invested into earning programs, looking at their early childhood development center “to merge right in this village, on this corner in our community.

“In some sense, we have to look at how we are raising our children. There was a time we were the best in raising children and the best in instilling values in children. We not only raised our children. We raised other children. We’ve lost that skill set. We’ve lost that ability to be able to transfer from one generation to another, to really have a child-centered community, which is what our values were in our village at one time. We have to go back to that.”

As a minister, he said the faith community “must create counter communities in the midst of the madness. We use our faith communities to begin to transfer these values to build institutions. To some extent, we are going to look at what it means to almost start all over again with a new generation even as we try to save those who lost their way.”

In responding to the violence in the black community, Attorney Lewis Myers, who teaches criminology at Kennedy King College, said, “There is no reason” for the escalation of black-on-black crime. We have to look at the multiple reasons that go into the making of a criminal mind and criminal conduct.”

He said its lack of education, lack of housing or environmental factors. “It’s all of that and more. What we have to do is to begin to develop a broader perspective of understanding the big picture before we can say what is it to address this problem. There is no one answer to it. It’s a multi-dimensional problem that requires an overall view of how you approach it,” Myers said.

“At the end of the day, there is a place where they (gangbangers) fit in and there is a way we have to deal with them. The preachers, lawyers…can’t solve it. We all have to come together, and we have to sit down in an integrated setting and work together to bring about something that is rational, reasonable and something we can live with,” Myers said.

“I believe we have to organize up. I don’t think we can do it from the national civil rights organizations. We got to start in the neighborhoods,” he said explaining he spends his time in Englewood where he is a board member of Teamwork Englewood. “I work with the community gangs over there, like projects. I believe that organizations have to start from grassroots, do the same things the gang boys are doing, organize block-by-block, street-by-street, corner-by-corner and build up. The leadership does not come from the top. The leadership comes from what you develop from this organization….”

State’s Attorney Alvarez recognizes crime victims with Courage Awards in recognition of National Crime Victims Rights Week

Cook County State’s Attorney Anita Alvarez will present awards to crime victims who despite tragic acts of violence continue to inspire and give hope to others during an award ceremony in recognition of National Crime Victims Rights Week. 

Among the recipients are the family of slain DePaul University student, Francisco Valencia, Jr., who have created an organization to curb gang violence, and Gabriela Tovar, who was severely injured and lost both of her legs after being hit by a stolen car.

Earlier this month, the Cook County’s State’s Attorney’s office launched a community awareness campaign, including a public service annnouncement to educate and empower citizens throughout the county about victim rights and services.

The ceremony was held yesterday at the Chicago Fraternal Order of Police headquarters at 1412 W. Washington, Chicago.

The “Buffet Rule” for prostate cancer

Boston, MA (BlackNews.com) — Billionaire Warren Buffet, who is nearly 82 years old, announced that he was diagnosed with prostate cancer. “I discovered the cancer because my PSA level recently jumped beyond its normal elevation and a biopsy seemed warranted,” Buffet explains. Diagnosed with Stage 1 prostate cancer, he has chosen radiation treatment five days a week for six weeks.

Mr. Buffet ignored the recommendations of the U. S. Preventive Services Task Force (USPSTF) in having the PSA test. The USPSTF recommends against men older than 75 having the test, and recently issued a draft recommendation against regular PSA testing for all men unless they experienced some “symptom” of prostate cancer. Mr. Buffet did not wait for symptoms, based upon news reports, and had he done so there is a good chance that early detection of his cancer at the Stage 1 level would have been greatly jeopardized.

While we are witnessing a push for the “Buffet Rule” to normalize the income tax rates between the rich and those not rich, I am in favor of the “Buffet Rule” for the early detection of prostate cancer using the PSA test.

The Buffet Rule for Prostate Cancer: “Men at all income levels should have the right to know and to choose how to manage their prostate health.”

Ironically, this is the rule in our country today. However, if the current draft USPSTF recommendation is finalized then that right essentially goes away for some that may not have Mr. Buffet’s means. Why? It is almost certain that most insurance carriers will no longer cover the PSA test unless a man is visibly suffering from prostate cancer which is much too late for early detection of the disease. I believe this will have a negative impact on all men but could be devastating for those men at high risk for prostate cancer; Black men, men with a family history and Vietnam veterans exposed to Agent Orange.

When President Obama had his PSA test this past October I stated my fears that the USPSTF is driving government policies that will result in a two tiered system for prostate health management. The “Buffet Rule” for prostate cancer should be protected for all men, especially since the death rate from the disease has declined by 40% since the rule has been in effect. Why should our country take a step backwards in fighting the second leading cause of cancer deaths among men?

Better Business Bureau cautions: Don’t get duped when selling your Timeshare

CHICAGO, ILIn a tough economy some struggling families look for ways to reduce their expenses. One popular option is to unload any timeshares in order to recoup their investment or stop paying maintenance fees. With many businesses specializing in reselling timeshares, the Better Business Bureau serving Chicago and northern Illinois (BBB) warns some companies may use deceptive sales tactics to swindle already cash-strapped timeshare owners.

 

“While timeshare owners are looking to lessen a financial burden, many vacationers are not buying,” said Steve J. Bernas, President & CEO of the Better Business Bureau serving Chicago and northern Illinois, “Unfortunately, some unscrupulous timeshare resellers are taking advantage by misleading actual owners in the hopes of selling their timeshare quickly.”

 

The BBB offers the following tips to timeshare owners looking to sell:

  • Use a Business You Can Trust – Make sure the timeshare reseller you use is a BBB Accredited Business or at the very least has a good rating with BBB. Check out a business’s BBB Business Review for free at www.bbb.org
  • Confirm Licensing Requirements – Some timeshare resellers will use fake addresses or PO boxes in order to mislead timeshare owners. Confirm where the company is located and in what states it does business. Ask if the company’s salespeople are licensed to sell real estate where your timeshare is located. If they are, verify this with the state licensing board.
  • Get the Facts on the Figures – Find out if the business charges a commission. Do they handle the entire closing and provide escrow services? Do they charge an up-front listing or advertising fee? What does it cover and is it refundable?
  • Be Wary of Upfront Fees – Some companies may charge an advance “appraisal” fee for services. Strongly consider opting for a company that offers to sell for a fee only after the timeshare is sold.
  • Don’t Fall for the Hard Sell or an Offer that Sounds Too Good to Be True – Don’t agree to anything over the phone; instead ask the salesperson to send you written materials. Take the time to think it over and don’t be pressured.  Unscrupulous timeshare resellers may claim your property is in demand and they can sell it immediately; unfortunately, these promises are often empty.

Celebrate the guardians of the crosswalk on May 1

Crossing guards shepherd us safely across the street. They keep children safe from traffic throughout the year–no matter the conditions: wind, rain, snow or sweltering heat.

Since 2005, the State of Illinois has been officially honoring these individuals with Crossing Guard Appreciation Day. This year, the event takes place on May 1.

In honor of Crossing Guard Appreciation Day, the Chicago Department of Transportation and the Active Transportation Alliance are asking neighbors to share stories about their local crossing guards. Chicago and suburban residents can share how much they value their crossing guard at www.activetrans.org/crossingguard.

The public is invited to share stories until through May 1, 2012–the day Illinois Gov. Pat Quinn declared as Crossing Guard Appreciation Day.

“Crossing guards provide an invaluable service to our communities,” said Ron Burke, executive director of the Active Transportation Alliance. “They are out there every day making the streets safer by helping children get to school and guiding residents as they walk to their bus stop.”

Here are a few ways you can help celebrate the efforts of your local crossing guards.

  • Download and present them with a certificate of appreciation: www.activetrans.org/crossingguard.
  • Write a thank you note.
  • Give the guard a gift card to a local business.
  • Share details about the great work that a particular crossing guard does in your neighborhood.
  • Visit www.activetrans.org/crossingguard to read comments people made about their favorite crossing guards in recent years.

Indus Entrepreneurs Global hosts “TiECON Southeast” in Atlanta, Georgia, April 28th

The southeastern chapters of The Indus Entrepreneurs (“TiE”) Global, the world’s largest organization for entrepreneurs, will host TiECON Southeast on April 28th in Atlanta, Georgia. The conference, titled “The New Entrepreneur – Success Multipliers in Uncertain Times,” promises a day full of informative presentations, workshops and celebrations of success in the entrepreneurial sector.  Information on the conference is available at www.tieconse.org.
