Hanover Park man charged with indecent solicitation

A Hanover Park man appeared in bond court today to face felony charges for posting an ad for sex on a classified advertisement website, according to the Office of Cook County State’s Attorney Anita Alvarez.

Bond was set at $250,000 for Andrew Kozar, 27, of Hanover Park, who has been charged with Indecent Solicitation of an Adult, a Class X felony, following a hearing today at the Cook County Circuit Courthouse in Maywood.

According to prosecutors, on Nov. 26, 2013, Kozar placed an advertisement on the website craigslist offering to have sex with any female family member of a respondent’s family, while the respondent watched. Kozar specified that he was open to engaging in sex with an individual of any age. On the same date, an investigator with the Cook County Sheriff’s Police Child Exploitation Unit responded to Kozar’s ad, posing as a step-father with an 8-year-old daughter. Over the course of a week, Kozar and the investigator exchanged more than 75 emails and text messages where Kozar described different sex acts he would engage in with the 8-year-old girl while the “step-father” watched.

According to prosecutors, Kozar agreed to meet the “step-father” at a location in Forest Park. After Kozar arrived at the location and exited his vehicle, he was arrested by Sheriff’s Police investigators.

Kozar appeared before Judge Stanley Hill at the Maywood Court House. His next court date is December 26, 2013.

The public is reminded that criminal charging documents contain allegations that are not evidence of guilt.  The defendant is presumed innocent and is entitled to a fair trial at which the state has the burden of proving guilt beyond a reasonable doubt.
