First-Ever Survey of Its Type Captures Scope of Devastation from Eligibility Changes July 1st

CHICAGO, IL -Members of the General Assembly’s Black Caucus are scheduled to join advocates and parents at a South Side child care center today, at 1 p.m. for the release of a disturbing new report that shows that the scale of the devastation from rules changes enacted July 1st by the Rauner administration could be much more extensive than previously reported.

The survey was conducted in recent weeks by Child Care Advocates United, a nonprofit representing more than 400 Illinois child care providers. About 100 centers responded to the survey, the first to ask providers themselves about the effects of the Rauner rules.

Conservative estimates are that 15,000 families have been turned away from the state’s Child Care Assistance Program (CCAP) in the three months since the rules went into effect: The survey will show that the picture is likely far more grim.
